I really like the anime reference that artist used within his gif, that looks really engaging for the anime watching audience!
On the other hand the artist might had something much serious in his mind as the eye in the triangle might be The Eye of Providence which is a symbol, having its origin in Christian iconography, showing an eye often surrounded by rays of light or a glory and usually enclosed by a triangle. It represents the eye of God watching over humanity.
However, unlike using normal human eye he is using anime eye, which would praise the audience of anime who would really adore his hard detailed work.
